יש לעורר ע"ד המבצעים הקשורים במיוחד עם חודש אלול. החל מענין התשובה, שגם זה צ"ל בשמחה ובטוב לבב – שהרי אם קיום כל מצוה צ"ל בשמחה (וכפס"ד הרמב"ם סוף הל' לולב) הרי מצות התשובה שמתקנת ומשלימה את כל המצוות עאכו"כ. ומענין התשובה באים לג' הקוין דתורה עבודה וגמ"ח. ויש להשתדל לפעול כ"ז במיוחד על: 1) היהודים שהם בגדר "תינוקות שנשבו". 2) אלו הנמצאים בבתי-כלא – לעוררם ולעודדם שה' נמצא קרוב לכ"א ובפרט בחודש אלול ש"המלך בשדה". 3) אלו שזכו ומגינים על ישראל בגופם וכו' – לעוררם ולעודדם להתקשר עם ה' ע"י קביעות עתים לתורה וקיום המצות, ובפרט מצות תפילין, ועניני חודש אלול בפרט. ומתכוננים ל"לא ינום ולא ישן שומר ישראל", "ושכבתם ואין מחריד", עד ל"ואולך אתכם קוממיות" בגאולה האמיתית והשלימה. Special emphasis should be placed on the Mivtzaim associated with the month of Elul, beginning with teshuvah, which must also be done with joy and gladness of heart – because if all mitzvos must be done with joy (as the Rambam rules at the end of the laws of lulav) – how much more so the mitzvah of teshuvah, which repairs and perfects all the mitzvos. And also the Mivtzaim involving the three pillars of Torah, Avodah, and Gemilus Chassadim. In particular, efforts should be made toward (1) those Jews who are like “children taken captive among the nations,” who don’t know about Yiddishkeit; (2) Jews who are in prison – to awaken and encourage them by reminding them that Hashem is close to every Jew, especially during Elul when the King is in the field; (3) those who have the merit to be protecting the Jewish people physically with their bodies etc. – to awaken and encourage them to connect to Hashem by setting fixed times for Torah study and doing mitzvos, especially the mitzvah of tefillin and regarding the theme of Elul. We are preparing for Hashem, “the Guardian of Israel, who neither sleeps nor slumbers,” to bring about the time when “you will lie down with no one to frighten you,” and when “I will lead you upright” – with the true and complete Redemption.
