They focus on saving money on inmate expenses, and use the legislative acquired money for everyone and everything else in the dept of corrections. All extra amenities are supplied by 3rd party vendors who make astronomical profits on the backs of inmate families. inmates are not able to support themselves, so the families are the ones truly suffering financially
