In contrast, the EU led with the comprehensive EU AI Act, similar to their approach with GDPR. However, Allison notes a recent trend where the EU appears to be "backtracking" by giving member states more control over implementation and penalties, potentially softening some of the stricter requirements to balance innovation and governance.

On the topic of copyright for AI-generated content, Allison clarifies that human intervention is essential for copyright protection. She explains that what matters is proving human decision-making in the creative process and maintaining a proper audit trail, with disclosure of AI use now required in copyright applications.
