Accent & Pronunciation - Do you need to sound like a native to be fluent in English?

Some people believe you need to have a perfect native accent to be more fluent in English. I disagree. I believe you can be fluent despite of your accent. There's nothing wrong with pursuing a native like accent, but is it really that necessary?
