The City of Cleveland isn't going to let the Cleveland Browns leave downtown without a fight.

Mayor Bibb sent a letter to the Haslam's saying the city plans to enact the Modell Law, which says the team needs to give the city six month's notice and a chance to find new owners/ownership groups to purchase the team before it leaves.

Mayor Bibb declared war, let's see how the team responds.
