is used to describe someone who makes big claims or promises but doesn’t take any action to follow through.

Examples:
1- My friend says he’ll run a marathon someday, but he’s all talk. He hasn’t even bought running shoes!
2- Many voters complain that politicians are all talk, making grand promises during campaigns but failing to deliver real results once elected.
