The real unemployment rate, including underemployed workers, stands at 10%, while an additional 1.7 million shadow workers seek more hours. The combined total of unemployment and underemployment increased by 54,000 last month, reaching 3.3 million people, or 21% of the workforce. Full-time and part-time employment have both decreased, indicating a struggle in job creation. Low productivity within the economy is blamed for this stagnation.
