Backpacker Jailed for E-Scooter Fatality
Update: 2025-12-12
Description
25-year-old Alicia Kemp, an English backpacker on a working holiday visa, was sentenced to four years in jail for killing a father of two with her e-scooter while under the influence of alcohol. Kemp, who had a blood alcohol concentration of three times the legal limit, collided with 51-year-old Thanh Phan, a structural engineer, after weaving dangerously through pedestrians. Phan suffered a severe brain injury and died two days later. Kemps passenger also sustained serious injuries. Despite the tragedy, Kemp continued to drink at other venues until the early hours of the next morning. The incident has sparked a parliamentary inquiry into e-scooter safety in Western Australia.
