New York Governor Kathy Hochul has restarted the controversial congestion pricing program for New York City, with some new adjustments. Under the original plan, commuters would be charged $15 to enter Manhattan's Congestion Relief Zone during peak hours. Hochul dropped the congestion tax to $9 per car during peak hours.
