不出意外的话，2024年又将打破2023年的纪录，成为新的“最热的一年”。相比之下，今年的第29届联合国气候变化框架公约缔约方大会（即COP29）则显得有些“冷”。11月24日凌晨，在加时超过30小时后，大会主席敲槌宣布气候资金新集体量化目标决议草案通过。然而，槌声刚落，古巴和印度代表就接连表示对该结果的失望甚至反对。
