Episode Three, Part I

In Episode 2, we explored the evidence associated with the contested Performance Evaluation Report (EPR) of 2005 thru 2006 and its relationship to the protected statement I made concerning the false allegations surrounding the Mismanagement of the Computer Inventory we discussed in Episode One. Now as we jump into Episode Three, we will explore the specifics of my visit to The Military Equal Opportunity (MEO) Office where I attempted to seek assistance and try to mediate a situation that’s beginning to spin out of control.  

This episode explores the various law or instructions related to the Military Equal Opportunity Office. We are covering this first so that the listener may have a better understanding how the multiple visits to the Military Equal Office is literally impossible to dumb into down into one single visit that lasted only 2.5 hours.

JARGON AND TERMS

The Military Commander and the Law- is a publication of The Judge Advocate General’s
 School. This publication serves as a helpful reference guide for Air and Space Force
 commanders, directors, and senior enlisted leaders, providing general guidance to
 help clarify issues and identify potential problem areas.

AFI 51-604, Appointment to and Assumption of Command 4.2.1 (2006))

AFI 38-101, Air Force Organization (2006)- This publication explains how the Air Force organizes units, defines manpower requirements and allocates manpower resources in the Manpower Programming Execution System for the Total Force and describes the objectives, principles, standard structures and procedures for establishing and modifying Air Force organizations.

Air Force Instruction 36-2706, Equal Opportunity Program Military and Civilian (5 October 2010)- This instruction implements Air Force Policy Directive (AFPD) 36-27, Equal Opportunity, 22 May 2009. It prohibits unlawful discrimination and harassment, and reprisal. It establishes the requirements for the Air Force Military Equal Opportunity (MEO) Program and the Civilian
 Equal Employment Opportunity (EEO) Program.  

Military Equal Opportunity Office (MEO)- The Military Equal Opportunity/Officer- is equivalent of the civilian Equal Opportunity Office. The intent of the AFI is to integrate program management of the EEO and MEO process. However, EEO and MEO complaint processes will remain separate and distinct. Regarding terminology, when the instruction refers to EEO it speaks to the civilian process and when it refers to MEO it refers to the military process.

Performance Evaluation Report (EPR)- An Enlisted Performance Report (EPR) is an evaluation form used by the United States Air Force to evaluate the annual performance of Airman thru the ranks Chief Master Sergeant.
