Description

Imagine if, back in March, we set a national goal to be opening up the first week of July.  Then we set out national policies and procedures to hit that target, telling everyone they had to do their part so we could celebrate on both sides of the border.  Instead we wake up not knowing the direction, the plan, every morning.
