On Tuesday, the U.S. House of Representatives passed legislation repealing the EPA's proposed Waters of the U.S. (WOTUS) rules. But in this exclusive interview with Oklahoma's 2nd District Congressman MarkWayne Mullin, we learn that the EPA may attempt to implement the rules anyway, perhaps as soon as Memorial Day.
