Vi följer den iranska juristen och fredspristagaren, Shirin Ebadi. Genom henne får vi uppleva hur medborgarnas missnöje under slutet av 1970-talet leder till att shahen, kejsaren, störtas. Men Iran blir inte den demokratiska stat som Shirin och hennes vänner hoppats på, utan ett land styrt av prästerskap och sharialagar.
