Born and raised in Spokane, Condon's roots trace back to his graduation from Gonzaga Preparatory School in 1992. The call to serve led him to the U.S. Army, where he rose to the rank of captain before retiring in 2005.

Post-military, Condon's path led him to small business and eventually to the role of deputy chief of staff for U.S. Congresswoman Cathy McMorris Rodgers. His victory over incumbent mayor Mary Verner marked the beginning of a period of significant change.
