Description

For the most part, summer sales tax collections decreased across Summit County and many of its municipalities in 2025.

Those who work in local governments’ finance departments say the drop in sales tax revenue didn’t come as too much of a surprise given the economic uncertainty that impacted many revenue streams for the first and second quarter of the year.

Breckenridge revenue manager Pam Ness said there weren’t any glaring trends in this summer’s sales tax collections. The town has a combined sales tax rate of 8.875% and staff members present sales tax information to officials using the net amount of taxable sales.

The town experienced an approximate 1.88% drop in sales tax year over year for June, with $54,434,726 in taxable sales in 2025 and $55,475,584 in taxable sales in 2024.

The town saw the largest dip year over year in net taxable sales tax in July — the summer months garnering the most collections in recent history — with a 6.23% difference year over year. In July 2025, the town had $73,701,346 in net taxable sales and $78,600,316 in net taxable sales in July 2024. Where the town had $66,155,134 in net taxable sales in August 2025, it had $68,186,754 in August 2024.

Summit County government also underwent a drop in summer sales tax collections.

“The County sales tax collection trends are kind of what I’d expect given the persistent macroeconomic challenges that have only grown over the summer – decreased consumer confidence, increasing cost of goods, etc,” Summit County Government communications director Adrienne Saia Isaac said via email.

She said the county has seen revenue decreases in its food and beverage sector sales tax collections and in other tourism-related markets, which she said likely signals the price sensitivity felt by the American public.

In June 2025, the county collected $462,484, and in June 2024 it collected $463,928. In July 2025, the county collected $534,529, and in July 204 it collected $548,044. The county collected $492,574 in August 2025, and in August 2024 it collected $512,154.

Where the county saw the most significant drop in sales tax collections in August, Silverthorne saw the largest dip in July.

In July 2025, Silverthorne collected $1,428,381 in sales tax, and it collected $1,542,848 in July 2024. The town collected $1,550,697 in June 2025 and $1,617,491 in June 2024. In August 2025, Silverthorne collected $1,429,558 in sales tax, and in August 2024 it collected $1,496,910.

Finance director Laura Kennedy said the town modified its budget at the beginning of 2025 after January sales tax collections trailed behind projections. She said the summer sales tax collections came in close to what the modified budget predicted.

“We worked really hard to decrease our dependence on sales tax,” she said. “And so what we’re experiencing now isn’t as much of an emergency as it would have been in years past.”

Frisco started off its summer in June with a bump in sales tax collections. In June 2025, the town collected $571,094 in sales tax compared to collecting $552,548 in June 2024. In July 2025, the town collected $662,639, and in July 2024 it collected $679,068. The town collected $588,941 in sales tax during August 2025 and $610,800 in sales tax during August 2024.

“While it wasn’t quite the busy summer we were hoping for, the Town is still on track with our 2025 projections noted within the 2026 budget,” finance director Leslie Edwards said via email.

Town of Keystone manager John Crone said the town actually saw an approximate 4% increase year-over-year for June through August sales tax collections.

“Although our numbers are up, some of the results may be because of improved collection practice,” he said via email.

In June 2025, the town collected $155,918 in sales tax and $139,774 in June 2024. For July 2025, the town collected $242,127 and it collected $232,750 in July 2024. The town collected $203,729 in August 2025 and $208,647 in August 2024.

Town of Dillon director of finance Mary Kay Perrotti said the summer sales tax collections continued the trend of further closing the sales tax decline that began “sharply” in the winter.

She said the town began 2025 with a 10.68% decline compared to the prior year for year-to-date collections, and by August the gap was around 2.96% down for year-to-date collections.

She said sales tax collections from the restaurant sector were down 18% in June, up 11% in July and down 4% in August.

The town does not have sales tax numbers for June, July or August currently published on its website.
