Oakland may declare state of emergency after failing to replace the police chief

Description
Oakland Mayor Sheng Thao says she will be declaring a state of emergency by years end, if the police commission can't give her a list of names to replace the city's police chief.
This comes as Thao has already been vocal with her displeasure with the commission, saying they're taking too long and the city can't wait any more.
