Researchers found no financial downturns for hospitals and even noted slight improvements in patient experience. The cap applies to 24 largest hospitals, setting limits at 200% of Medicare rates for in-network hospitals and 185% for out-of-network ones. Despite initial warnings from hospital leaders, the policy saved over $100 million in its first two years and showed no negative outcomes such as layoffs or service closures. The study also revealed small improvements in patient experience, such as better communication with nurses and doctors. Oregon is now considering extending similar caps to the broader commercial insurance market, and other states are exploring similar legislation.
