PM Luxon on apology to survivors of abuse in care

The government will formally apologise to people abused in state care on Tuesday morning. The Prime Minister and opposition leader will each make speeches ahead of the introduction of a new law aimed at preventing further abuses. Prime Minister Christopher Luxon spoke to Ingrid Hipkiss.
