Project Prevention to Lease Office Space in Encampment

Carbon County officials signed a lease for Project Prevention office space in Encampment.
During the October 7th Board of Carbon County Commissioners meeting, County Attorney Ashley Davis announced that Public Health Nursing Manager Amanda Brown asked to lease space in Encampment for Project Prevention, a program focused on reducing substance abuse and suicide risk through education and community-based support.
Attorney Davis said the lease agreement requires the county to pay $300 per month to Beacon in the Wind, a retail business at 614 McCaffrey Avenue operated by Encampment Mayor Shannon Fagan.
Public Health Nursing Manager Amanda Brown explained that Community Prevention Specialist Rachel Swanson currently operates Project Prevention out of her Encampment home. As Swanson takes on more responsibilities within the Prevention Network, Brown said she will need a dedicated workspace, particularly during the winter months when travel to Saratoga becomes difficult.
Brown added that the Wyoming Department of Health has agreed to cover the lease payments through a Community Prevention Grant.
Attorney Davis explained that the state’s Community Prevention Grant is administered by the county, despite the funds being directed to Carbon County Public Health. For that reason, along with the cost of the lease, the County Attorney said the Board of Commissioners must authorize the agreement whether or not they choose to be included on the lease.
The Board agreed that the county should be listed on the Encampment office space lease instead of Carbon County Public Health.
County Attorney Davis said she will clarify who is responsible for utility payments, revise the lease agreement to include the Board, and prepare a copy for final approval by the next meeting.
At the October 21st Board of Carbon County Commissioners meeting, Attorney Davis presented the finalized lease for Board approval, reiterating that the monthly payments will be covered by a state-funded grant.
Commissioner Sue Jones said that the office space primarily consists of a conference room and a storage area.
The Board unanimously approved the lease with Beacon in the Wind for Project Prevention office space in Encampment.
