Queensland's inaugural Human Rights Commissioner Scott McDougall is stepping down after seven years in the role.

Mr McDougall's tenure has coincided with a broad crackdown on youth crime across the state.

This week the outgoing commissioner used his final speech in parliament to criticise both political parties' policies on youth detention, along with the current government's strained relationship with First Nations Australians.
