Enter Representative David Rouzer of North Carolina, who recently introduced a bill that would create stricter requirements for the issuance of non-domiciled CDLs. The congressman joins the show to tell us what prompted the move – and why he feels the legislation could pick up bipartisan support on its way to becoming law.
