Another storm is heading for the Philippines and is expected to make landfall in the next few days. It follows Typhoon Kalmaegi, which killed at least 114 people and displaced hundreds of thousands more. The president's declared a state of emergency after the storm swept through central regions. This will allow the government to release funds faster and prevent food hoarding and overpricing. Survivors say it’s a man-made disaster caused by poor infrastructure.
