Steven Guilbeault, Canada's former Environment Minister, says the plan for a new oil pipeline means its impossible for the country to meet its 2030 emissions reduction targets. Not only that, he fears that today's pipeline plan puts Canada's goal of a net-zero economy by 2050 in serious doubt.
