MIchael Howard was - and is - a loyal Thatcherite. He believes that had the party let her stay on she would have done on to win a 4th election victory in 1992. But in November 1990 he found himself still having to advise her to resign because she had fared so badly in the initial leadership ballot against Michael Heseltine. That result he blames not on a general weariness with her manner or policies - but simply a totally incompetent campaign run by her Parliamentary Private Secretary - Peter Morrison.
