The German Communist Party was funded by the USSR with the goal of replacing the Weimar Republic with the Soviet model. Berlin was ruled by Leftist and so was hostile to any conservative parties. Political violence, started by Leftists during WW1 continued to be protected by the leftist Berlin government throughout the 1920s. The Republic was a failure because the liberal parties sought their own rather than serve the people. Just like today in the USA.
