Following the Challenger shuttle explosion of 1986, the United States space program ground to a halt, leaving some of its suppliers with an excess of materials. One of these was the PEPCON plant in Henderson, Nevada, which found itself with a huge quantity of highly-flammable rocket fuel, and no place to store it. The stage was thus set for the largest peacetime, man-made, non-nuclear explosion in history...
