Then, Chipseal versus asphalt is shaping up to be one of the hottest debates of the year. No one is more furious than the beachside residents of Papamoa, who are being told they'll have to pay themselves if they want to keep the asphalt. The Panel hears from Philip Brown, chair of the Papamoa Residents and Ratepayers Association.
