In 2020, Tulsi Gabbard was a Democratic Hawaiian congresswoman who ran for president. Today, she'll appear before the Senate as a Republican who the President has nominated to become his administration's Director of National Intelligence. She will meet with the Senate Intel Committee both in public and in private to discuss her qualifications and any lawmakers concerns. Senator Mike Rounds (R-SD) joins to discuss why he supports Gabbard despite the controversy surrounding her.
The President spent much of his campaign advocating for the heavy use of tariffs if elected—now in the Oval Office, his tariff threats have already leveraged deals and stand to have major global impacts. The Trump administration also had teased efforts to purchase strategically valuable areas like Greenland or the Panama Canal. Even before the election and her nomination, Gabbard told The Fox News Run Down in October of last year.

President Trump is bringing together people who aren't looking for their next job in Washington, who are simply motivated by a desire to serve the American people and make life better.

Gabbard has also served as a Lieutenant Colonel in the Army Reserves.

After years, in Hawaii's Army National Guard with the deployment during the Iraq War.

Now as the Director of National Intelligence nominee, Gabbard has her confirmation hearing at the Senate Intel Committee, which is chaired by Republican Tom Cotton.

I understand that people have their differences of opinion with Miss Gabbard.

Probably some Republicans disagree with the vote she's cast as a Democratic Congresswoman.

A lot of Democrats may be upset that she finally saw the light and left the Democratic Party.

I do hope, though, that we won't see anyone questioning her patriotism.

You know, Hillary Clinton has basically called her a traitor in the past.

Gabbard will be questioned in public, then in private.

After meeting with Senators, on the Intel Committee, some of them twice like Mike Rounds.

We talked about her background.

We talked about what was going to be expected of her in an open hearing, one in which both Republicans and Democrats would ask questions.

Senator Rounds is a Republican from South Dakota.

In the closed Intel hearing afterwards, in which we can talk about some items that are not necessarily available for public discussion on a more classified basis.

That's what we started out with.

I talked with her about her background.
00:03:46
I asked her about her trips overseas.
00:03:48
I also asked her about her understanding of the Intel community and the types of questions that she would be asked.

When we got done with that, we agreed that we would bring her back in later on after she had a chance to go through and really kind of talk with some of the other people that were directly involved with Intel.

We had her talk with Robert O'Brien, who a lot of people within the Intel community know, and greatly respect along with him.
00:04:13
We had her talk with some other people, including some folks that worked in the upper levels of the CIA.
00:04:18
We wanted her to get that background, which she really hadn't had an opportunity to talk with before.
00:04:24
And Senator, I know when you spoke of Robert O'Brien, he's the former national security advisor.

What have you spoken to him about what he thinks of Tulsi Gamer?

I actually did.
00:04:36
And he came back saying, look, she is a quick study.
00:04:39
She picked stuff up quickly.
00:04:40
She's doing this for the right reasons.
00:04:43
She is learning that some of the statements that she had made earlier may not be up to speed today because of modifications to some of the tools that we use.

And just as an example, the Pfizer tools that we have, this is basically part of the Intel community's response to terrorism around the world.

We have the ability, using technology, to actually listen in and gather data on individuals that might be looking to harm people in our country,
00:05:15
but who are overseas.
00:05:16
And in doing so, there is also the possibility that if they're communicating with somebody in the United States, it might actually pick up on somebody's communication who is a citizen.

Right.

And that's why there are critics, some in the Senate, of that Pfizer warrantless wiretap system because of that potential for Americans to be caught up.

And we call that the 702 provisions of the Pfizer Act.

But under 702, we've made significant reforms over the last 10 years.

A number of those reforms she simply wasn't aware of.

And once Mr.

O'Brien had a chance to talk with her and once she went back in and really had a chance to dive in, she found that some of the concerns that she had previously had been responded to and had been delayed.

And so that was kind of the reason for having the advice period first to have her go back in and actually look at what the modifications are that really don't gather a lot of public scrutiny because a lot of it is done on some stuff which is rather confidential in nature.

She had a chance to look at it and to find out what those protections were that were built into the law and came back in the second time around when we sat down and we had a very good conversation.

And she just said, look, I've learned a lot about the program.

I've learned what some of the reforms were and so forth.

And you're right, I do need to be able to support Pfizer.
00:06:36
I do need to be able to explain to people how critical it is because for the president of the United States to get accurate information about what's going around in the rest of the world,

we run anywhere from 60 to 90% of his daily brief comes out of collection activity found within Pfizer.

Now, Senator, I wanted to ask you, you had referenced some trips that she had made in the past eight years ago when she was a member of Congress from Hawaii,

a Democrat.

She went to Syria and she met with then leader, the dictator of that country in the middle of a civil war, Bashar al-Assad.

Now, he's been the ousted sense and there's a change in Syria.
00:07:17
That caused a lot of consternation.
00:07:20
When she did that, it was an issue when she ran for president as a Democrat in 2020.

What do you think of that trip?
00:07:27
What did you talk to her about?
00:07:29
Well, my background, I'm on the armed services committee as well.
00:07:33
And we travel overseas.
00:07:35
We go to places and we talk to people that are not necessarily always real savory.
00:07:40
But I can tell you that my message to her was is it does not, in my opinion, and it does not cause me concern that she visited with somebody from overseas or that they were not necessarily our friend.

What I would have been concerned with is if she came back and was complimentary to them or doing something other than learning more information about them.

And so I said, "Look, as far as I'm concerned, if you want to go over and you want to meet with somebody, I get it.

You're an elected official and you're going to talk to an official in another country that may very well be someone that we're either going to be in conflict with later on or that we might find a path forward in a non-violent way in the future."

And so I told her, as far as I'm concerned, I'm not going to immediately condemn her from doing that.

So now there have been others who have suggested that it's possible that if she's the director of national intelligence, there might be some in the intel community who wouldn't want to share information with her,

fearful that she might be sympathetic to adversaries like maybe even Russia, which some people have suggested.

What do you say to that?

The way that I've looked at it is the president of the United States.
00:08:46
First of all, has the benefit of the doubt.
00:08:49
I believe whether it has been a Republican president or a Democrat president, that they have the opportunity to choose the person that they want to provide them with advice,

including their cabinet members.
00:09:01
But in this particular case, for the director of the DNI, this is a person who actually provides the daily brief to the president.

And if the president is comfortable enough that this is the person that they want to look through and to determine what information should be there, then he should have the benefit of the doubt.

And we should honor that request.

And in this open hearing, she will be reassuring him that he has made the right choice for this position.

So I look at it as saying, I'm not as, I'm not nearly as concerned about someone preferring not to provide her with details because the way that this is set up,

there's over 18 different areas in which you collect data from different, different offices where that collection data works on a daily basis.

She'll have access to all of that.
00:09:50
If one organization or one foreign source decides for a while that they don't trust this person, I think that will quickly go away as she does her duties appropriately.

You talk about the open and closed different settings you'll have with Telsi Gabbard on Thursday.

We won't ever see it.

But is that where senators can feel more comfortable with her and really getting into issues with her more directly?

You know, I've been on the Intel Committee now for two years.

And we just finished with John Ratcliffe, who is the director of the CIA.

And the open hearing was fairly formal, but friendly, clearly well supported.

In the closed hearing, we had more direct questions about items that we can't talk about in public on some classified capabilities and so forth.

So I think there may be some more direct questions, some harder questions for her in private, but it will follow along the same lines as what you will see in public.

It just allows us to perhaps ask her some more confidential questions that we can't talk about in the public just because it would give away methods and sources if we did.

So that's really the difference.

But with John Ratcliffe, it was very comfortable.

And honestly, behind closed doors in this committee, it is extremely difficult to tell the difference between the Republican members and the Democrat members,

because it is focused on Intel, the gathering of information, getting good information, and doing the analysis of whether or not the different agencies are doing a good job.

So it's oversight as much as anything else.

Do you do you find, I mean, this is very, the committee has Republican advantage, but only by one.

It only would take one one Republican against her to in the committee be a no for her approval for a full confirmation.

Do you think that's even possible?

Do you think Republicans are pretty well behind her?

I think there are a number of Republicans who have publicly supported her.

I think there's a number of Republicans that have declined to support her publicly until they hear her out in both the open hearing and in the closed hearing.

So the one thing that I've found, and I think it's been noted already this year, is that members of the Senate, for the most part, respect very much the ability of each member to make up their own minds and to provide kind of their own counsel about the right vote to take.

As you may have noticed, most recently with the Secretary of Defense, we have three members who declined to support him.

But in doing so, they do not receive repercussions from other members of the Senate.

That ability to cast your own vote is very, very important.

So we don't know what the vote count will be yet, but a huge amount of that will depend upon her performance both publicly and privately.

There have been some who want the committee's vote to be made public as far as who voted which way.

That's not the way your committee works, though, is it?

Any vote by the Intel committee, because the vast majority of the work that we do is confidential.

So by committee rule, the tally on the vote is made public.

Each individual member is allowed if they want to say how they voted on a particular issue on a particular individual when they come through the process, but it is not a formal part of the process.

This week, when the president addressed House Republicans and around Florida at their annual policy retreat, he floated the possibility of changing maybe even ending income tax.

As I said in my speech last week, instead of taxing our citizens to enrich our nations, we should be terrifying and taxing our nations to enrich our citizens.

The president has promised more tariffs on China, White House Press Secretary Caroline Levitt said in her first press briefing Tuesday at the White House.

And the president has also put out specific statements in terms of Canada and Mexico when it comes to what he expects in terms of border security.

We have seen a historic level of cooperation from Mexico, but again, as far as I'm still tracking and that was last night talking to the president directly February 1st is still on the books.

But there are a number of other ways economic issues are intersecting with global affairs and geopolitics.

President Trump has said he wants to consider taking back the Panama Canal, accusing the Chinese of illegally operating it.

The Panama Canal Authority and the country's president refute that, but a Chinese company is in control of two main ports, one on each side of the canal.

A federal maritime commissioner Daniel Mfei told a Senate panel this week.
00:16:43
If owning and managing adjacent ports means that China, China somehow like has operational controller strategic control over the Panama Canal, they also have it over the Suez, the Singapore Straits, the Mediterranean Sea and the English Channel.

He recommends the U.S.
00:16:56
make more foreign investment.
00:16:58
If there's an appetite for that, it would require prioritizing.

And this president has put a number of items at the top of his geopolitical agenda.

And I think President Trump has been very clear that when it comes to defense spending as a percentage of GDP, when it comes to trade deficits, when it comes to energy, when it comes to how countries are dealing with China,

these are the U.S., that reciprocity is really important.

I think there's also kind of a Trump algorithm that reciprocity, plus acceptance that his approach is more transactional, plus an assumption that despite history,

there's no bilateral or multilateral relationship that is necessarily special or that he is nostalgic for.

I think what it does is it creates almost kind of a blank slate, even though he was president already once before.

And so, look, we're in day 10 of the administration.

There's actually no new tariffs yet.
00:18:10
You know, he's indicated 25% on Canada and Mexico are coming.
00:18:15
To me, all that means is that's that sort of first draft and the ceiling.

It may be nothing at all, it may be much less than that.

He's hinted at potential tariffs on India and China.
00:18:26
I personally think what you're going to see is more of what President Trump did with Colombia, which is the use of tariffs as a negotiating tactic in addition to the use of tariffs to correct some of these issues of reciprocity.

That's really interesting.

And you touched on this in a recent op-ed that's on Fox News.com.

But tell me, when he floats getting rid of the income tax and setting up an external revenue office, does it actually signal a deeper commitment to tariffs beyond a negotiating tool that maybe this is a longer term way he'd like to collect more revenue?

You know, knowing eventually those tariffs would be passed on to the consumer, so maybe taking off income tax would balance that out.

Well, look, I think if you look at the name, the external revenue service, very clever political positioning to kind of draw on a frame of reference that Americans have for the IRS,

and it certainly creates a perception that other people are footing the bill and looking to short-term.
00:19:30
There's a revenue benefit, as you said, it eventually gets passed on to the consumer.

I think there's three categories of tariffs that we should pay attention to.
00:19:40
Two of them, I think, are easier to navigate the third category as the hardest.
00:19:44
So you'll have some where he announces something either at a high level or with some degree of detail, which is very clear that it's a negotiating tactic and where it's going to end up is not where it starts.

I think those will typically be pretty obvious.

I think a second category are tariffs that he announces with more detail that he believes he can implement and that will likely be implemented exactly as stated.

Again, I think those will be pretty obvious and the indication there will be just the level of specificity around the time of the announcement.

I think the third category is going to be the one that's complicated from the market perspective, which is tariffs that he announces at a high level with an intent to execute,

but where the details are going to be figured out later, that the market might react negatively to, but where there's a six-month lag as it gets kind of winnowed down and there's a friction between the implications and reality.

And so what you end up with is kind of a six-month head fake to the market.

Those ones are going to be harder to detect because I'm not sure the administration will know exactly what falls in that third category.

I know you said we're not even two weeks in here.

When you look at everything he's doing, the tariffs, the proposed tariffs, the desire to examine federal funding, how it's spent on foreign aid and NGOs, how he wants to entice companies to come back to the US and promising them a lower tax rate if they make products here.

When you look at all of that, what do you think it might mean for how we end up competing on the world stage, especially against China?

What is the shift you see?
00:21:30
Well, so if you look at Trump's early moves, so far Trump has actually defied conventional wisdom on what his foreign policy would be.

So let's just kind of go through this bit by bit.

So he said he wanted to end the war in Ukraine in 24 hours.
00:21:50
Then that became the first 100 days.
00:21:52
It's now looking like six months.
00:21:54
He didn't actually sell out Ukraine.
00:21:56
He threatened Russia with sanctions.
00:21:58
He said he's going to work with Saudi Arabia at a lower gas prices to hurt the Russian economy.
00:22:02
So that's one surprise.
00:22:04
President Trump has also been so far pretty conciliatory towards China relative to what others thought.
00:22:10
TikTok's an example of this, but also he said he wants to meet with Xi Jinping.

They had a call, although it's debatable whether he initiated the call or Xi Jinping initiated the call.

Maybe it's to get his help pressuring Russia on Ukraine.

Maybe it's for some kind of a deal on defense and all.
00:22:27
To me, there's an open question about whether he announces tariffs on China before or after that meeting.

I think that will say more about the sort of the strength, the perceived strength of his hand going into that meeting or how the meeting actually goes.

He has not yet done a maximum pressure campaign on Iran.
00:22:45
By the way, he may not need to change a lot.
00:22:47
So the sanctions are already there, although the Biden administration hasn't enforced them.
00:22:51
It'll be harder to enforce them because now 90% of Iran's energy resources go to China so they've gotten very good at sanctions of Asia.

But even on the Middle East, he's all over the place.

Everyone's pro-Israel, but his national security people at DOD, they're largely what I would describe as restrainers and isolationists who want us out of there.

But then you have the Secretary of State and the national security adviser who are big Iran folks, right?

And so you think about a strike on Iran's nuclear facility, which Israel wants to do, but can't do without U.S.

support.
00:23:21
That debate's going to have to play out inside the administration.

And then to me, the one that's kind of interesting is the Western hemisphere, which for multiple administrations has been kind of taken for granted.

I think it's taking on a lot more prominence in this new administration, right?

What did Greenland, Panama, Mexico, Canada, and Colombia all have in common?

They're all in the Western hemisphere, right?
00:23:43
So Mark Rubio, who's kind of more of a traditional foreign policy person, he's downgraded transatlantic issues in favor of the Indo-Pacific.

And if you look at his first trip, his first meetings were with quad foreign ministers, and his first trip is going to be to Panama, Guatemala, El Salvador, Costa Rica, and Dominican Republic,

to me as a meaningful, paradigmatic shift in terms of how the U.S.

is engaging with the world.

You wrote a book called Life After Power, Seven Presidents, and their search for purpose beyond the White House.

And in a recent op-ed, you reflect on President Trump and how he's redefined life after presidency in modern times, coming back for a second term.

Seeing that after writing your book, were you like, "Well, we're going to depart to here."

I wrote Life After Power because I was sort of annoyed by this elusive question that all type-aid people are grappling with, which is, "What do you do next?"

I looked at Thomas Jefferson, who was kind of a serial founder.

I looked at John Quincy Adams, who, as an ex-president, was elected to nine terms in the House of Representatives, and had a second act where, in a much lower station, he found a much higher calling and became a leader of the abolitionist movement.

I looked at Grover Cleveland, who made a comeback, having no idea that when the book came out, Grover Cleveland would be relevant again.

I mean, to me, what's so interesting, given Trump's obsession with tariffs, the reason Cleveland lost the presidential election in 1888 is because he took a principled stand that the U.S.

Obviously, Trump's coming back, you know, with the exact opposite position, and so a lot of respects he has more in common with William McKinley than he does with Grover Cleveland, given, you know,

that William McKinley was a sort of tariff hiker.

Donald Trump is dealing with an economic boom and talking about buying Greenland and retaking the pan of a canal, right?

These are very, very different contexts.

And so these are the important to be historically accurate about it.

Just briefly before I let you go, I just really want your thoughts about, especially given your day job, about the talk from President Trump about expanding,

about, you know, taking the Panama Canal back and about taking over Greenland.

We haven't had a President talk like that in sort of this land expansion, land expansionism, and I don't, I don't remember since.

Well, the most predictable thing about Donald Trump, this is unpredictability, right?

And so I think that's an important thing to remember.

I think, look, when he says something, you have to take it at face value.

The details matter, I think, I think you should take the Greenland thing probably more seriously than the Panama Canal one, given that you have an actual treaty associated with the Panama Canal since a lot more,

it's a lot more complicated.

I think the Greenland, the thing that I'm actually watching there is remember how much geopolitical competition there is around the Arctic.

And if you look at the tensions with Russia, one of the things that I find myself wondering is whether he's serious about Greenland or not, he's certainly taking steps that would at least make the Russians wonder if he's serious.

And so a question you have to ask is if there's too much agitation around Greenland, do the Russians do something in response around Svalver, you know,

in the Arctic, or do they do something around Antarctica, right?

I mean, I think that they're not just going to sit back and, you know, watch the US tease the idea of making inroads in very sort of geostrategically important areas,

And I think that that's going to be something to watch that even just provocation, even just kind of agitation, whether it gets consummated or not, has geopolitical implications.

The Trump administration will be freed from its predecessors' fixation on climate change and obsession with a quicksotic, painful, and ultimately fruitless task of trying to swiftly end reliance on fossil fuels.

President Trump plans to use America's vast energy reserves to reassert the country's dominance and to massively expand base load power to make electricity cheaper.

The one ingredient that his energy policy lacks is investment in innovation.

Asserting energy dominance will strengthen the security of the United States and allies, especially given the energy exports of the main source of income for strategic rivals, Russia and Iran.

By increasing its own LNG exports, America can make money while supporting its allies with reliable and affordable energy.

The policies should not stop there.

While it's healthy that the next administration won't be federed by climate obsession, climate change remains a real problem that needs to be tackled smartly.

Fortunately, there are much more efficient policies than the Biden administration's expensive and slow approach of green energy subsidies, and that will be attractive even to climate skeptics.

First, the US needs to keep existing nuclear power plants running, especially given the Trump administration's pledge to expand base load power and low energy cost.

The United States have seen a slow decline in nuclear capacity and 21 plants of quarter of total capacity aren't risk of closing.

Despite promises that nuclear will be replaced with more renewable energy, the reality is that less nuclear typically means more fossil fuel use.

Moreover, nuclear reactors provide a stable, consistent energy source, unlike solar and wind energy, which are intermittent and dependent on favorable weather conditions that require vast expanses of land and suffer major shortage challenges.

Second, the new administration should invest more in clean energy research and development to help unlock American innovation.

Long-term innovation is great for society, but often suffers from severe underinvestment from private corporations since it's hard to recoup all the benefits.

Patents might run out before the big breakthrough.

The United States invested big in energy innovation in the 1980s, but it's since half in percent of GDP.

Climate economists have shown that a green energy R&D is the most efficient way to respond to climate change.

Partly, this is because green innovation costs a tiny fraction of current climate policy costs.

Partly, this is because innovation can leverage everyone.

Innovating green energy to eventually be cheaper than fossil fuels mean all countries switch.

And even without the climate concern, such a policy is much going for it.

Investment and green research and development will drive breakthroughs that can be translated into other parts of our lives.

Developing better batteries for renewable energy storage, for example, could mean better batteries for our cell phones and industry.

Such a green innovation drive will show US partners, many over whom are very climate concerned, that the US cares about climate change but wants to address it efficiently.

The policy would contrast with Europe's failed approach of stifling regulations that push up the price of energy, demonstrating that it's possible to respond to climate change without crippling the economy.

Achieving energy dominance should mean that the US not only shares its vast energy reserves with the world and leads in production, but that it also sets a path of innovation that will shape the future.
