Amidst recurring violations of international humanitarian law (IHL), strengthening compliance with these international norms is indispensable to the protection of civilians in armed conflict. Moreover, in situations of armed conflict, there is substantial potential for humanitarian professionals to strengthen compliance on the frontlines.
