Rain for the central and southern United States will be largely beneficial for many areas in need of a thorough soaking, localized flash flooding is also a concern from Wednesday to Thursday; In the Northwest, a second of a storm duo will bring drenching rain and mountain snow through Thursday. Indirect effects from the storms will lead to gusty winds in Southern California; and the Northeast received the heaviest rain in over a month this past weekend, and it may not be long before more downpours spread across part of the parched region. However, some areas will be missed again and again.
