This popular phrase was coined by Kelly Johnson an engineer from Lockheed and used in the mid-1900s by mostly military personnel. Now often used in tech. industries and in advertising design. In non-commerce, it's heard as an off-the-cuff remark to express one's opinion that what is happening is too complex or "too much".
