~1954: Russia used for performance enhancement in Olympic sports
~1970's: America used for athletic sports
~1980's: America use for recreation was increasing
1990 and 2004: Congress legislated steroids illegal for recreational and athletic activity through the Anabolic Steroid Act of 1990 and Anabolic Steroid Control Act of 2004.
