There's been a perfect example in the news recently of stigma-led not evidence-led policy. A few years ago they tried to improve alcoholism in Scotland by making alcohol more expensive. They studied the outcome and concluded that alcoholics sacrificed food, heating and other essentials to pay for it. Either the people in charge of it have dizzyingly little understanding of life for nor al people, or they never wanted to help impoverished people with alcoholism at all, just make some extra money off them.
