Downtown improvements push problems elsewhere

Description
The city’s been working steadily to clean up downtown. And this fall they tried a new approach. Arrests and street cleaning on some core streets. Some areas are seeing improvement, but pushing people into other neighborhoods and away from services can cause new problems.
