Someone is lying

Today we're looking at the chaos around the new 28 point peace plan for Russia and Ukraine.  After hearing that this was the US plan for a few days, Senators came out yesterday saying that it was actually the Russian list of demands.  That was quickly squashed by US officials saying it is actually our proposal.  Whatever the truth is here, the constant back and forth is causing some real concern among our allies abroad as we continue to argue internally about what our policy towards this conflict actually is.
