The key to a true democracy is not about votes, not about proportional representation - it is about voters having the skills necessary to vote in their own best interests.
In Greece we have fair elections. We place our voting envelope into a transparent box. We have proportional representation. . . .but we do not have the skills to vote in our own best interest. 
Not having the skills to vote in one's best interest is the major problem in the United States. Elections are not fair, certain populations of voters are suppressed, voting machines can be hacked by remote control, elections are bought and paid for with hard green cash, and there is no proportional representation of government in the United States.
But I argue that the major problem is the citizen's inadequate skills to vote for what is best for him or her is the major problem in the United States.
