A non-profit is working on helping regulate the amount of garbage coming from Mexico into the Tijuana River. Today is the final day the Mountain View Flood Assistance Center will be opened. City of San Diego leaders will consider a plan to help flood victims by offering fee waivers for building and demolition permits related to the storm.
