I could be totally wrong, but I would think "white-ish" is meant to indicate mixed race, white passing, possibly also raised by white or white passing parents. Where I used to live, I had 2 white passing friends who didn't tell people they're mixed race because the town was so racist. When we became good enough friends for them to feel safe with me, they both used phrasing similar to "white-ish" when "coming out" as mixed race
