What does an emotional speech look like?

I've watched a lot of people give speeches recently about the tragedies that happen in the world. It is very confusing to me sometimes because the speeches are very "speech like" and not emotional. Why doesn't someone sound sad when talking about a sad topic. A lot of these speeches are good speeches but it feels like there is no emotion. I want to know what makes a good speech and how do people put that emotion into it.
