Another interpretation: עֲשׂוּ means, as its translation, עֲבָדוּ (avdu, do), that is, the Ayin is with kamatz, and it refers to the people of Sodom.

And he asks: And did the Holy One, blessed be He, not know that He needed to say “אֵרְדָה נָּא וְאֶרְאֶה”, “Let Me go down now and see” (Genesis 18:21 ), when everything is revealed before Him? And he says: Rather, אֵרְדָה נָּא—”Let Me go down now” means from the level of mercy to the level of judgment, and this is a descent. And “וְאֶרְאֶה”, “and I will see,” this seeing is to oversee them with what judgment He will judge them.

Notes:

 The command “עֲשׂוּ” relates to Sodom’s judgment, with God descending (אֵרְדָה) from mercy to din to oversee their fate (וְאֶרְאֶה).

We found ‘seeing’ that is for good, and we found ‘seeing’ that is for evil. ‘Seeing’ for good, as it is written: “וַיַּרְא אֱלֹהִים אֶת בְּנֵי יִשְׂרָאֵל וַיֵּדַע אֱלֹהִים”, “And God saw the children of Israel, and God knew” (Exodus 2:25 ). Seeing for evil, as it is written: “אֵרְדָה נָּא וְאֶרְאֶה”, “Let Me go down now and see” (Genesis 18:21 ). To oversee them with judgment. And about this the Holy One, blessed be He, said: “הַמְכַסֶּה אֲנִי מֵאַבְרָהָם”, “Shall I hide from Abraham” (Genesis 18:17 ).

Notes:

Divine seeing is for mercy (וַיַּרְא אֱלֹהִים) or judgment (אֵרְדָה…וְאֶרְאֶה), with God revealing Sodom’s fate to Abraham (הַמְכַסֶּה).
