Hebrew translation:
206. אָמַר רַבִּי יְהוּדָה, וַהֲרֵי כָּתוּב (תהלים סט) וַאֲנִי תְפִלָּתִי לְךָ ה’ עֵת רָצוֹן. לִפְעָמִים שֶׁהוּא עֵת רָצוֹן, וְלִפְעָמִים שֶׁאֵינוֹ עֵת רָצוֹן. לִפְעָמִים שֶׁשּׁוֹמֵעַ, וְלִפְעָמִים שֶׁלֹּא שׁוֹמֵעַ. לִפְעָמִים שֶׁנִּמְצָא, וְלִפְעָמִים שֶׁלֹּא נִמְצָא, שֶׁכָּתוּב (ישעיה נה) דִּרְשׁוּ ה’ בְּהִמָּצְאוֹ קְרָאֻהוּ בִּהְיוֹתוֹ קָרוֹב.

And Abraham “הָיוֹ יִהְיֶה לְגוֹי גָּדוֹל וְעָצוּם”, “Shall surely become a great and mighty nation” (Genesis 18:18 ). He asks: What is the reason for this blessing here? And he says: Rather, to let us hear that even at the hour when the Holy One, blessed be He, sits in judgment over the world, He does not change. For He sits in judgment over this one and in mercy over that one, and all in one moment and in one hour. For Sodom it was in judgment, and for Abraham it was in that hour in mercy, and He blessed him: And Abraham הָיוֹ יִהְיֶה—”Shall become.”
Notes:
The blessing to Abraham amidst Sodom’s judgment shows YHVH’s simultaneous judgment and mercy. Abraham’s merit sustains divine favor, in contrast to Sodom’s lack (#199–#200).

Rabbi Yehuda said: But it is written: ‘וַאֲנִי תְפִלָּתִי לְךָ יְהוָה עֵת רָצוֹן’, “And as for me, my prayer is to You, YHVH, in a time of goodwill” (Psalms 69:14 ), and it implies that sometimes it is an acceptable time and sometimes it is not an acceptable time. Sometimes He hears the prayer, and sometimes He does not hear the prayer. And likewise, sometimes He is found and sometimes He is not found, as it is written: דִּרְשׁוּ יְהוָה בְּהִמָּצְאוֹ קְרָאֻהוּ בִּהְיוֹתוֹ קָרוֹב—”Seek YHVH while He may be found, call upon Him while He is near” (Isaiah 55:6). And it implies that sometimes He is not found. That is, at a time of judgment. And how do you say that even in the moment He sits in judgment over this one, He sits in mercy over that one?
Notes:
Rabbi Yehuda questions how Hashem can be in mercy and judgment at once, when verses suggest times of favor (goodwill) (עֵת רָצוֹן) or distance (judgment, din).
