In part one of the story, we get a little background on BPPD Chief Kimora Ardales and how she formed the first Gang Activity Prevention Unit, recruiting the infamous Francis Girardi, who would eventually take over. We then meet Det. D'Azarian, an LASD deputy assigned to looking into the BPPD for instances of corruption. As she tries to talk w/ Girardi, she finds obstacle after obstacle in what feels like avoidance. Meanwhile, Girardi discovers that there's an imminent uprising in a mid-level gang, and the entire streets could fall into war as a result.
