Description

Two fundamentally different approaches towards not only the Soviet industrial policy but to the relationship among science, engineering, technology and innovation have been identified in general. These two approaches are considered in more detail as well as in a trying to locate the role of science in the process of overall development in general, and in the history of the USSR in particular. The following relationship is of importance for the understanding: Science (grasping principles of nature) Engineering (application of Science) Technology and Innovation (making Engineering useful for public good and/or commercial gain). It is considered in relation to the Soviet history and economic development as well as in conjunction with Planning, Social Policy and Education. The philosophy of the process is at attempt to be analysed the achievement of the status of the superpower.
