Reconstruction of Language Value in Socioeconomic Transformation

The aim of the research is to explore the relationship between the economic development of Kazakhstan after independence and the changing paradigms of value of the Kazakh language in Almaty. I trace three major stages of socioeconomic transformation that have taken place from the 1990s; 1) urbanisation, 2) the oil boom and the growing middle class, and 3) industrial diversification and the development of the service sector. I explain how the market and the state function as a revolving door, that is, the supply and demand in the market correspond to the state ideologies of linguistic and cultural ‘Kazakhisation’, and creation of a niche market for the commodification of the Kazakh language. I suggest that the language policy is not the only driving force that increases the market value of the Kazakh language, and the phenomena must be understood as the result of an “uncoordinated interplay” between the state and the market.
